THIS ISSUE HAS BEEN SOLVED. It was due to a garbage router. I was using a Blekin n150 at the time of the video. I recently replaced it with a netgear n900. The issues has since stopped. The fact that turning my nexus on and off caused the CC to go on and off is merely coincidence. You get what you pay for with routers, Belkin – n150 = 30$, Netgear n900 =130$. Now no matter what devices are on and off my chromecast is always on the network and ready for casting.
